Abstract:
This is the streets data layer for the island of Guam. This dataset has been updated in 2012/2013. The update was mainly based on the WorldView2 2011 imagery and a draft parcel layer (for right-of-way vs. driveway clarification). Name changes have not been adressed in this update, nor geocoding information. Also, this update is by no means complete but should incorporate major changes in the road network reflected in the 2011 imagery.
Purpose:
The data layer was created to provide an up-to-date streets layer for government operations, private sector and public use.
Supplemental_Information: The streets layer has been updated in 2012/2013.

Street names were obtained from 3 different sources. Dept of Public Works Office of Highway Planning maps, the Bureaus'existing streets layer and the municipal mayors. The municipal Mayors became the final authority on the accuracy of the names. The process of obtaining names was an iterative one with an ititial, draft and final draft document given to the Mayors for review. For the most part most Mayors responded to the draft stage. A small percentage of Mayors hesitated to rename temporarily named (S1, S2) streets due to the legal process to naming a street not being completed at the time of this collections process.

Data are believed to be logically consistent. Topology was cleaned utilizing the ESRI clean topology tool.
Completeness_Report:
Presently the geocoding of streets to range of structures/building address numbers is awaiting the update of house numbers in that update project. All streets on Guam, including those on Military Reservations are in the layer.

The streets layer was created by updating the existing streets layer in Guam Grid 1963 Projection. This was converted to Guam Grid 1993 Projection. The resulting layer needed to be spatially adjusted to line up better. Cross cross checks with the Guam Geodetic Network survey marks database, land parcels layer with associated Rights-of-Ways corridors, High Accuracy Reference Network (HARN) benchmarks and Digital Globe satellite Imagery. The GGN and land parcels the most survey accurate cross checks. Most GGN survey marks are within 1-5 meters from the sides of streets. Parcels are also based on survey data. Not all streets overlayed their locations on the imagery used though the accuracy of the imagery itself may be in question. Therefore the survey level features cited above ensured closer alignment to what are real worl coordinates.

The vertical accuracy of the layer was not verified at this time. There are however vertical benchmarks that circle the island on the major routes that were established in late 2005. The data can be obtained form the U.S. National Geodetic Survey website under Guam.

The tag is the street name for labeling purposes. So if a route it may only include the route number. In addition Chamorro language prefixes of Chalan (street) or Kayon or Kayen (trail) describe the type of street somewhat. It is usually a name given by the Mayors but not at this time being assigned to features in the convention of their description.
