Abstract:
This vector line file delineates villages on the islands of Tutuila and Aunu'u in American Samoa. The villages file originates from the American Samoa Atlas of 1981.
Purpose:
The villages vector file is used by the Statistics Division of the American Samoa Department of Commerce and by the United States Census Bureau for reporting census statistics.

Possibly relevant information, concerning the establishment of county boundaries (written by Ev Wingert):
If "they" are the Atlas county boundaries, I can tell you exactly where they came from and the political difficulties that were wound up with them at the time.
The county boundaries on the Atlas maps were compiled from information provided by a member of the Planning Department, I have the name in my files, but not immediately at hand. I may also still have the original compilation map from Pago Pago but some of those materials were returned when the project was over. When Planning saw the first printed copies of the Administrative Reference maps, they felt that using the term county "presented" a political problem. At the time, late 70s, the American Samoa Government (ASG) was using an administrative boundary they called "county", which was a line that changed alignment as political and traditional relations between villages changed. Department of Interior resisted letting the ASG use this local definition of county for administrative purposes until the ASG reapportioned their voting districts for approximately equal population. The ASG did not want to do this because the "voting districts" had traditional political meaning relating to villages and family and were not simply arbitrary boundaries for counting people or votes.
An early printing of the atlas was presented to the Planning Office at a large meeting (Joe Pereira was then director of Planning but I do not remember him at the meeting which included most of the Planning Staff). When the staff got to reviewing the Admin boundaries pages, they discussed the county and related political issues in English for several hours (most of the rest of the meeting was in Samoan). Planning concluded that they could not use the term "county" to designate the boundaries that we labeled county, for the reasons above, because that would signify that the ASG accepted the concept of reapportionment that was in contention with the US Dept of Interior. The staff felt that the source of the problem was that the staff member that provided us the information, was from the then Western Samoa and did not understand Amerika Samoa traditional culture and politics.
Many solutions were discussed ranging from blacking out the term county in the legend and writing in another term to rubber stamping in a new term. In the end, Planning asked us to reprint the four of the five pages of the Ad Ref maps changing the legend from "County" to "Census Boundary". For reasons that I cannot remember, Planning decided not to reprint the Tau page which still reads County in the legend. If existing Atlases still have county on the other four maps, they are from the first small conference distribution that had that legend.
Before the whole shipment was made - another story in its own right - the then Soil Conservation Service wanted to include the new soil survey maps for American Samoa in the atlas so we waited until that work was done and then inserted the soils maps and substituted the new printing of the Administrative Reference pages for all except Tau.

Area and perimeter numbers are reported in meters and were generated using XTOOLS (version 3.0 in ArcGIS 8.2). Village names and FPL numbers were taken from Index For Census 2000 Participants Statistical Areas Program Verification Maps, which were aqcuired from the Statistics Division at the American Samoa Department of Commerce.

Spatial adjustment was required to reshape coastline to match 2001 IKONOS satellite images of Tutuila and Aunu'u. Old shoreline was replaced with new shoreline created from 2001 IKONOS imagery so that shapefile is now consistent with most GIS data in the Territory.

The Tutuila villages shapefile was fitted to the IKONOS derived shoreline by using the Spatial Adjust feature in ArcGIS 8.2. Then, the shoreline was replaced with the IKONOS derived shoreline and errors were corrected in an ArcEdit session. Subsequently, name attribute data were reassigned to village polygons and FPL numbers were added in a new column.
