Abstract:

An updated roads centerline vector line file for the eastern half of the islands of Tutuila in American Samoa was created using a combination of GPS data and 2001 IKONOS and 2003/4 Quickbird satellite imagery. GPS data, including attribute data for road and surface types, were collected in the field with a Trimble PROXR by the American Samoa Department of Commerce. The IKONOS imagery was purchased by the Coastal Services Center in Charleston, South Carolina as part of the Pacific Islands GIS Project. The Quickbird imagery was purchased through a consortium within the Pacific.

Purpose:

The roads centerline file has been created to provide a complete and comprehensive road network for the island of Tutuila. This file will be utilized extensively in projects such as local planning, the development of landuse data layers, and hazard mitigation response plans.

Road "type" attribute data were decided in a somewhat subjective manner and may have varied between operators. Road "surface" attribute data were not collected with precise accuracy as a goal, but rather to provide a general idea of surface conditions.

Road types were selected from a data dictionary list that included: road, driveway, access drive, trail or parking lot. Type "road" was selected if the line serviced a number of houses (usually 3 or more). Type "driveway" was selected for lines that serviced few houses (usually 3 or less). Type "access drive" was selected for lines accessing water pumps, water tanks, loading docks, maintenance drives, etc. Type "trail" was selected for lines that were not accessible for standard 2-wheel drive automobiles. Type "parking lot" was selected for lines that traversed known parking areas.

Road "surface" attribute data consisted of three types: concrete, pavement, and dirt. Start and end points for different surface types were not determined with any standard precision. The vehicle was simply stopped near where the surface type transitioned from one type to another and a new file was created. In many instances a line segment contained a mix of different types of road surface. In these cases the operator either inputted the variation of surface types into the "description" attribute field or simply chose the surface type that represented the majority.

Field data collected with the GPS was differentially corrected with rinex files from the ASPA CORS station, whereupon it was shifted as necessary to line up with the IKONOS satellite imagery.

Completeness_Report:

Most roads were driven with a GPS rover unit (utilizing a Trimble PROXR), but on several occassions access to the road or drive was denied. In these cases, notes were taken and satellite imagery was used to complete the line. However, the data layer is incomplete in areas where both GPS data could not be collected and cloud cover occurred in the satellite imagery.

Mapping-grade GPS units are generally listed as having a 1-3 meter error, though the Trimble PROXR utilized in this project usually displayed sub-meter accuracy. The IKONOS imagery used had a 2.7 circular error.

Roads were driven with a Trimble PROXR GPS unit mounted on a four-wheel drive vehicle. Attribute data were collected in the field. GPS data were transferred to a desktop computer, differentially corrected and exported into a shapefile format using Pathfinder Office 2.9. Exported shapefiles were edited in ArcView 3.3 and ArcGIS 8.3 with the IKONOS satellite imagery displayed in the background.
