ICON is a component of the National Ocean Partnership Program, created by the 1997 National Ocean Partnership Act to foster effective collaborations between government, academic, and industry partners in marine science and technology.  (ICON Photo Gallery;AMS January 2001;AOSN/MUSE Aug 2000).  Since August 2002, some aspects of ICON, including the HF Radar and moorings have been operated as part of the NOAA COTS sponsored CIMT program.
