THe development of this cyclonic cell south of the PCM3 array position has intra-annual timescales (~100 days) and it appears in the PCM3 records as strong nothward reversals of the EAC flow. It also has a barotropic signature.
The altimetry data on slide 21 also shows the formation of a cyclonic circulation near the PCM3 position related to the separation of the EAC.
As the phenomenon you found and described was evident using climatological dataset, and thus the mesoscale signal has been greatly removed, peharps that phenomenon is independent from the one in slides 7 and 21.
